
OMGEVING developed a concept masterplan for the South Hai Phong Economic Zone (SPHEZ) in collaboration with Van Aelst Nguyen & Partners (VA-NG) and in partnership with DEEP C. This 20,000-hectare strategic zone is located in the southern coastal area of Hai Phong and has been designated in the city’s masterplan as one of Vietnam’s most important future economic drivers. The establishment of SPHEZ was officially approved by the Vietnamese government in 2024, reinforcing Hai Phong’s key position in national and regional development.
The masterplan is guided by strong sustainability ambitions, with a blue-green network forming the spatial and ecological backbone of the site. The plan integrates a reinforced mangrove park along the coastline and a system of inland river parks that structure the landscape. ‘Green loops’ are introduced in each subzone to accommodate water management, biodiversity, and accessible green spaces. Within this ecological framework, a mix of industrial and logistics functions is embedded, anchored by the deep-sea port as the economic heart of the area.
The concept also outlines a multimodal mobility system connecting water, rail, road, and air transport. This ensures efficient and future-proof accessibility across all scales. The masterplan allows for phased implementation and flexible development, while respecting the surrounding communities and natural systems. It provides a robust foundation for inclusive, sustainable growth and long-term economic resilience in northern Vietnam.
