


The design of the zoning plan for the Czech town of České Budějovice builds on the vision and zoning proposal for future urban development from the international design competition won in 2024.
The zoning plan will be ambitious in its visions for both open and built-up space, flexible for the future, unambiguous for decision-making in the area, and realistic in its proposals and intentions. Regarding the requirement of the city to have a new zoning plan by the end of 2028 to guide the building legislation, it is necessary to very carefully set a work schedule. Our multidisciplinary and international team ensures to bring local and international knowledge into this diligent project coordination.


In our vision, the zoning plan is more than just a regulatory plan. We propose high ambitions such as striving for a climate resilient, a productive, and a 15-minutes city that is suitable for all generations and is vibrant 24 hours year-round. These ambitions create a basic concept for the future development of the city where 40.000 new residents are expected. Building further on the basic concept, the ambitions are spatially translated at neighbourhood level. For each neighbourhood, improvements are proposed in the areas of housing, functional enhancement, sustainable mobility, public spaces, green-blue veining, etc.


We define useful spatial guidelines to streamline spatial policy and overall image quality. These are key for further development and improvement of the current situation, while respecting the valuable, identifying elements or, in other words, the DNA of České Budějovice. The guidelines will ensure the flexibility of the more rigid zoning plan in the future. This will limit the need for frequent amendments.
